After the crushing defeat of the Rebellion at the Battle of Yavin and the rapid expansion of The Empire, many eyes in the conquered Zeta quadrant turned hopefully, or desperately, toward the freedom of the Federation. But, few could get to the distant Alpha quadrant directly, and so a tortuous, roundabout refugee trail sprang up - to Casablanca Station in the Epsilon quadrant. Here, the fortunate ones, through money, or influence, or luck, might obtain exit visas and scurry away to freedom. Recently, even people with their own ships are stopped from leaving as they wish; the Imperial Navy arrived in force and unexpectedly locked down the system Leaving everyone to wait on Casablanca Station… and wait... and wait... and wait…
